Summer School and HB 4545

As the 22-23 school year comes to an end, Vidor ISD will be providing summer school opportunitites to meet the HB 4545 legislation for our students. This letter from the campus prinicpal will help parents understand how they can partner with us in making sure we stay in compliance with this new law.

Dear Parent,

Last year, the Texas legislature passed House Bill (HB 4545), updating Texas Education Code (TEC) 28.021, which now requires an Accelerated Instruction Plan for students who did not perform satisfactorily on or did not take the:

  • STAAR 3rd-8th grade assessments in reading and math
  • STAAR 5th grade assessment in science
  • STAAR 8th grade assessment in science and social studies
  • STAAR Alternate 2
  • STAAR Spanish
  • End of Course Exams (EOC) - English I & II, Algebra I, Biology, and US History

For students who do not perform satisfactorily on the reading or math STAAR in grades 3, 5, and 8, the law requires that a campus committee develop an Accelerated Learning Plan for each student. These committees must comprise the principal or designee, a parent/guardian, and a teacher of the subject in which the student did not perform satisfactorily. If your student is served through an IEP, the plan will be developed by an ARD committee.

Your student’s campus should have contacted you with an invitation to join the committee or have attended a meeting to develop the Accelerated Learning Plan for your child. If you cannot attend the meeting and are unable to reschedule, the plan developed in the meeting will be shared with you following the conclusion of the meeting.

Attendance in summer school will fulfill the accelerated instruction requirements outlined in HB 4545. Students who fail either Math or Reading will be allowed to attend remediation for that subject provided parent transportation is available. Students that do not attend summer school will be required to complete accelerated instruction hours during the 2022-2023 school year.

If you choose not to send your child to summer school, the district offers several additional ways to provide the required accelerated instruction.

-Before/after school tutorials, if available

-Embedded instruction during the school day.

-Oak Forest has a built-in intervention time in our master schedule for 3rd graders promoting to 4th grade.

-Vidor Middle has a time slot for Pirate Academy, a campus-wide intervention/enrichment period for 4th graders promoting to 5th grade.

If you have any questions, please reach out to your student’s campus.  We look forward to continuing to partner with you to support your student.

Sincerely,
